Collaboration Needed to Respond to EMP Threat - from TRUNEWS

(TRUNEWS) Electromagnetic risks caused by a man-made EMP or a naturally occurring solar weather event could have a significant impact on the nation’s electric grid as well as other infrastructure sectors that depend on electricity, such as communications. These risks could lead to power outages over broad geographic areas for extended durations.

That’s the summary of a recent General Accounting Office (GAO) report that requests a deeper cooperation between various federal agencies in responding to this national threat.

Key federal agencies have taken various actions to address electromagnetic risks to the electric grid, and some actions align with the recommendations made in 2008 by the Commission to Assess the Threat to the United States from Electromagnetic Pulse Attack (EMP Commission).

Since 2008, the Department of Homeland Security (DHS), the Department of Energy (DOE), and the Federal Energy Regulatory Commission (FERC) have taken actions such as establishing industry standards and federal guidelines, and completing EMP-related research reports. GAO found that their actions aligned with some of the EMP Commission recommendations related to the electric grid. For example, DHS developed EMP protection guidelines to help federal agencies and industry identify options for safeguarding critical communication equipment and control systems from an EMP attack. Further, agency actions and EMP Commission recommendations generally align with DHS and DOE critical infrastructure responsibilities, such as assessing risks and identifying key assets.

Among the weaknesses identified in the report, the preparation exhibited by the DHS was found to be lacking.  Quoting the report:

“DHS officials did not identify any DHS representatives or offices as having broader designated responsibility for performing key oversight or coordination roles regarding electromagnetic risks within DHS’s overall infrastructure protection efforts, including activities intended to help address risks to the electrical grid.  Furthermore, industry representatives and other federal officials told us it is not clear who within DHS is responsible for addressing electromagnetic risks.”

Who is responsible for managing an EMP threat at the DHS?  No one seems to know.

THE THREAT OF AN EMP IS REAL

How real is the threat?  Listed below are measured significant EMP events that have had a substantial impact on earth since the 1800s:

  • 1859-Carrington Event: One-in-100-year storm-Telegraph wires shorted out in the United States and Europe, causing numerous fires.
  • 1921-New York Railroad Superstorm:  One-in-100-year storm-Telegraph fires in Sweden, damage to signal and switching system at New York Central Railroad.
  • 1972-Space Age Solar Superstorm:  One-in-30-year storm-Knocked out long-distance telephone communication across Illinois, caused AT&T to redesign its power system for transatlantic cables.
  • 1989-March 1989 Superstorm: Resulted in a shutdown of the Quebec power grid; six million people without power for 9 hours.
  • 2003-Halloween Solar Storms: Caused a blackout of short duration in Southern Sweden and the loss of 15 extra-high-voltage transformers in South Africa.
  • 2012-Solar Superstorm of July 2012:  Comparable to Carrington Event; hit but did not seriously damage a satellite; missed the earth.

The Space Weather Prediction Center operated by the National Oceanic and Atmospheric Administration (NOAA) conducts continuous monitoring of solar activity and provides applicable watches, warnings, and alerts to stakeholders, including the electric power industry. If staff forecast that a coronal mass ejection is earth-bound, NOAA issues a watch that provides a 1 to 4 day notice that a geomagnetic storm is expected. Once the Deep Space Climate Observatory (DSCOVR) satellite—located 1 million miles from the earth—measures and provides data about the characteristics of the storm, forecasters can provide alerts between 15 to 60 minutes in advance of the storm hitting the Earth.

WHAT DEVICES WOULD BE IMPACTED IN AN EMP ATTACK?

Any device not shielded against a large EMP attack is likely to be damaged or destroyed.

If the US were to be impacted by a direct hit on the level of a Carrington Event of 1859, there is no doubt that modern society would suffer a massive response.  Consider the following that could be eliminated or severely damaged:

WHAT WOULD BE THE LASTING IMPACT OF AN EMP ATTACK?

TRUNEWS guests James Woolsey and Peter Vincent Pry have both sounded the alarm of the potential impact of an EMP attack on America.  Dr. Pry says President Obama is directly misleading America, and that North Korea could kill 90% of America with a satellite delivered EMP strike.

Pry’s statement were made during an interview with Rick Wiles of TRUNEWS, while speaking about the specific threat North Korea’s nuclear and space program pose to the United States.

Since North Korea first began making threats in 2013, Dr. Pry said President Obama deliberately downplayed their mastery of the miniaturization of nuclear warheads. He said that Obama considers the truth about North Korea’s developing capabilities to be in direct conflict with his Iran nuclear deal.

This very scenario is the theme of a new movie directed by Mike Norris called “Amerigeddon,” set to be released in theaters May 13. In the movie, America has been crippled by a false flag EMP strike and martial law has been implemented across the country. The U.S. Government, in conjunction with United Nations, planned the strike as a way to abolish constitutional rights and confiscate guns. Though despotic, the movie promises to portray a very factually based argument for why every American must understand the threat of government overreach and EMP vulnerabilities.

“We were just trying to get a message across that we feel the government is overreaching its authority; Obama is ruling from the bench, our rights are being infringed on a daily basis, but it wasn’t until the movie’s done, we’re finished and getting ready to put it out that it just kind of all fell into place and just became very timely with what’s happening in the world. So, really, it was kind of on accident that this film is coming out at this time in our country,” Norris said.

AFTERMATH OF AN EMP
